In 2015, LWA began working with Reclamation District 900 (RD 900) to establish a new benefit assessment to fund annual operating costs and to develop a capital reserve for major facility rehabilitation without incurring debt. Reclamation District 900 is responsible for providing interior drainage for the City of West Sacramento south of the Union Pacific Rail Road line. After evaluating the condition of their drainage infrastructure, RD 900 determined their current annual assessment would not keep pace with the anticipated operations and maintenance costs.
LWA was responsible for preparing the Engineer’s Report required by Proposition 218, administering the balloting process to property owners and tabulating returned ballots. In June 2016, a majority of property owners voted in favor of the proposed assessment. LWA continues to support RD 900 with the administration of the drainage assessment.
